Normal players/hardcore players/elitists/noobs can play A17 and beyond. Exploiters/cheaters/noobs can stick to A16.4. Everyone can play as they want. Tadaaa. They may not be native there but they are most certainly there, and in ever growing numbers. For sure you can play with bedrock bases in A17 and beyond. But you will have to accept that such a base might not be impenetrable anymore. As soon as TFP implements underground dangers there is a navy seal fan out there who really wants water dangers. As soon as there are water dangers everyone wants submarines. So we might get submarines but then there is the player who absolutely needs to be sky captain in the world of tomorrow. So after many many more steps TFP may have implemented everything reality has to offer, but then there will be players who absolutely want dragons. Continue ad infinitum This is only one game and it never will be everything for everyone. The game worked well for thousands of players without underground dangers and it will work well for thousands of players with underground dangers. The latter is just a bit more rounded out, no question about that. But, if you look at other games, I can give you lots of examples of safe places. In most RPGs you can just stay in the main city hub, do no quests and voila, you are safe for eternity.
