how come I get 4X damage when I shoot them out of stealth but only 2x when I beat them with a baseball bat

You got to get really close to use a baseball bat. It's not fun with a knife, the machete is more fun, but not near as much fun as the bat.

Maybe because when you're close enough for the bat, they kinda sense you? Just spitballin' here.

Some weapons have stealth bonuses. For example the bow has +200% and the knife has +400%.

Have been running bows in A19, it's excellent for most of the game as long as you're careful to make sure to spec into Small Guns enough to not get @%$*#!ed on horde nights.

AGI is great, and I have one friend that actually refuses to play anything else, because of how well balanced and fun that playstyle is.
