Never needed wine and dining to get above a 69% assurance rate to advance in the game. But maybe because the RNG smiled at me. Sometimes. ☺️

It's the government.  Someone was getting paid to fill the box and didn't, while another person was getting paid to do quality checks and didn't.

 

Or.......

 

It's like canned air, but larger quantity.  Bulk air for all you hoarders out there.
