As long as you carry it in your belt and its set to the right frequency you can talk to anyone else with a working radio in range. Leave chat as it is but you can loot 2 way radios which you can set a password to and anyone else with a radio and password can voice chat with you anywhere on the map. Typing sucks. Anyway to hook into that somehow? Yes, set pm permission to 1000 and all players can access the command through console. It is a bit painful though, especially if players have difficult names to type. Setting the lpi command to permission 1000 as well, will give players the ability to get player id's, making things a little easier.
