If you mean smelting times as in smelting things like iron and clay INTO the forge, then these are fixed values that you can change in the xml but not via a skill in the progression. If you mean smelting times as in smelting new items OUT of the forge, then each item already gets crafted at a speed which is affected by its CraftingSkillGroup and associated perks.
