Can't generate large cities in the Snow Biome. (?)

Hey.
Have been trying for what feels like hours to generate a map with a large city in the snow biome, however it never happens. Only medium sized ones seem to generate.
I have tried making the snow biome as large as possible at every map size 8k and up, but it just doesn't generate a major city.
Every now and then a large city will appear in the desert biome, always one or more huge cities in the wasteland, but not in the snow biome. Why is that?

They changed RWG to make the largest cities only in the wasteland, only small in the forest, and mid-sized in the others.  You'd need to change the rwgmixer.xml to adjust the towns for each biome if you want to change that.

I get bigger cities if I make bigger random gens. I generally get decent cities in the snow biome with the 10K or larger

Biggest is still in the wasteland but I get some decent cities in the snow biome and others.

There are specific city size constraints related to each biome in the rwgmixer.xml 

 

I am fairly certain they did this intentionally to ensure the largest cities spawn in the wasteland.

I set the world size to 10K and number of towns to many and got some good sized cities in the snow biome. This is only one sample so your results might vary, and they weren't the big big cities.
