It should have the same weather cycle as the other biomes but could have addidtional cool visual effects. I think without the fog much more people would enjoy playing in those biomes. For me, these other biomes should feel different for all aspects and the fog fits these biomes and adds to the atmosphere. I do agree, though, that we should get similar weather patterns, just their own versions. Before long, there will be plenty of mods to tweak the game to your liking.
