FPS Performance woes on an otherwise solid PC

Looking for any guidance I can get about maybe wtf is wrong with my game. I'm playing with people who have PCs that are significantly @%$#tier than mine (for example, one person who is able to game reasonably well has an older i5, 8gb ram, RTX 2060)

My system: 
Ryzen 7 3800X
32GB Memory
RTX 3080 GPU

Tried reinstalling. Tried letting nvidia "optimize" my settings via their nvidia tool. Tried running at the absolute LOWEST settings possible. It's "okay" most of the time on super low settings but i still get a ton of random stuttering/frame drops, and honestly the game looks like absolute trash. However, if I'm in downtown areas I consistently get like 20 FPS even on the absolute lowest settings possible, with dynamic mesh turned off etc.

Idk what I'm doing wrong. I'm on whatever the latest graphics drivers are from the nvidia auto updater, same with my motherboard bios and such (asus ez update ftw), and I don't have any performance issues in the other games I play. I don't understand why my otherwise solid rig just STRUGGLES with this game

How to report an issue.

A published Speccy output would be useful as well as a log. Publish the Speccy report please, don't copy-paste text into pastebin.
