Why not boats?

I can't help but notice that it is possible to generate maps with large bodies of water and rivers between them. 
For some reason, the apocalypse has completely wiped the existence of buoyancy from every survivors consciousness in the age of firearms.

It would help to explore the world a lot easier if we could travel by boats.

If for some reason boats would be considered a way to cheese through the horde night, then

why not add fast aquatic zombies to balance the travel speed of the boats?

Well, zombies can swim that was implemented in A19 and also if the person is driving the boat vultures will spawn as well. So, yeah I agree with you on a boat. Also, @faatal showed off a boat in the A20 dev diary as well.
