(And that English is not their first language.) If that's the case - it's not easy. You have to create Unity models for the vehicles, define a lot of things in vehicles.xml, experiment so that the player is positioned properly inside the vehicle, etc. There are a couple mods that add vehicles to the game that you could use as a guide.
