you have to PRESS and HOLD the "F" key or what ever you have bound to turn on flash light and other lights, this will open the radial which then shows the icons of said lights that you can turn on and off.

 

mine in this and other test builds is working and yes i fell for it way back when it was put in... i too created a bug report.

a20.3b3 current stable build

tested scrapping with all items you mentioned and some you didnt. (i can scrap all of them with no issue)
tested with items you mentioned you couldnt sell. (i had no issues with selling them)
tested smelting items in forge as you mentioned (had no issues smelting any you mentioned)

my game is clean vanilla settings.

suggest you to use the launcher to clean ALL files and settings and re verify the files at least twice.

sorry but i can not repro your issue (i suspect legacy issue from a/some mods may have caused the issue)

sorry if i didnt show it but i did check around different spots. i still do not get one terrain blocks. as i said and shown, i tested all 5 locations on my map seed and in navezgane.. all in a20.3b3. i will try again tho with the grassy areas.
