Bug Description:
0_TFP_Harmony are loaded and initialized after mods in userdata-folder.
mods in userdata-folder who need 0_TFP_Harmony to load and initialized before tehm, will fail or function not in the right way.
Detailed steps to reproduce the bug:
1) mod with dll in userdata-folder
2) start the game
3) exit game
4) open log for viewing the mod loading and inizializion order

0_TFP_Harmony is loaded and initialized after dll mods in userdata-folder.
Expected result: (what you expect to occur)
for funtionality of dll mods in userdata-folder must this occure.
0_TFP_Harmony is loaded and initialized before dll mods in userdata-folder.
