A21 Sleeper Spawns in base with LCB and Bedroll

I have had this happen twice in 2 different  games. I restarted after b317 using the same random gen map in single player.

 

First instance in b313: I was on day 11 on and set up base inside of a Fort Razor location. I logged on inside my base, which does have a claim block and bedroll. I had the soldier and hazmat sleeper zombies respawned when I logged in. I had torn down most of the the buildings and other structures, but there was one remaining. I am not sure if this is where they were all located as I was looking in a storage chest when I first realized what was going on. I checked and my claim block was 100%. It is fairly well protected. I had moved the claim block to better center it in the base from it's first location. I had the green border up as I tend to leave it on while I am building. I had increased the size in the settings to 51 so it included the whole base. Base had been cleared and I have been doing allot of removing and new construction. I have only 1 LCB. I was able to get a screen shot of the console showing these were sleepers and not a wandering horde. spacer.png

 

It happened a 2nd time in the same location, but a new game save as I started clean after b317. I had the sleeper soldiers and hazmat zombies respawn inside Fort Razor. I had torn down the building they spawned in except for the floor and had rebuilt my crafting area over it. I had been inside that building and went to a different part of my base to gather my dew collector water. When I came back inside that building there were sleepers sitting on the ground. One was sitting 1 block away from my bedroll. They were still asleep when I entered. These were not a horde and console again showed they were sleepers. I tried to grab a screenshot of the console, but for some reason it didn't save. I did get the info from the logfile:

There's one thing to keep in mind, if you've missed any sleeper volumes they will spawn ignoring a bedroll or LCB. Bedrolls/LCBs only prevent sleeper volumes from respawning -- they don't prevent ones that haven't been spawned yet from spawning. Not all sleeper volumes are tied to the quest, so there are times you can just miss one and then it will come say hello to you to remind you that you missed them :) 

 

Oh and one more thing: sleeper volumes are invisible boxes that don't "exist" in the game, nor tied to blocks in that way. So, if you destroy everything around it, you can still trigger the volume.

I was not doing a quest for this POI. I just came across it and decided I wanted to use it as my base. I had been using the location for about 2 in game week in each save before this happened. I guess I don't understand how the sleeper volume could not have spawned in that many sleepers in 2 different saves after that many days.
