You can change the outputperstack value and the maxpower value for the solar bank. default is 30 with a max of 180. You could change it to 60 and 360 to double the output. Not sure on the lights but the electricfencepost in the blocks.xml has a requiredpower value of 5 so you can lower that to whatever you like. My power sersies 1 - sources of power has the enhanced battery bank and enhanced solar bank which increases the amount of power available with those units.
