Bug Description: I've generated a seed that has a wilderness POI without any roads leading to it.
Detailed steps to reproduce the bug:
1) Editing Tools
2) Random Gen Previewer
3) Use the following settings:
World Seed: PacificCanterbury
World Size: 8192
Towns: Many
Wilderness POI's: Default
Rivers: Default
Craters: Default
Cracks: Default
Lakes: Default
Plains: 8
Hills: 3
Mountains: 1
Random: 0
4) Generate World
5) Check abandoned_house_08 near coordinates 766 37 2043
Actual result: No roads leading to it
Expected result: Gravel road leading to it
