Have a Cap/Tier system for skills

So I was watching forged in fire which I enjoy last night and they had a special master and apprentice episode and it got me to thinking.

 

What if after a certain point you needed a special skill to continue to raise crafting skills? Say that once you could craft 200 quality weapons if you wanted to progress past 200 quality you'd need to find a book, or talk to a NPC and do quests to get trained? Then once you accomplished his objectives he would grant you the perk and you could advance to say quality 400 and then you would have to do another harder series of quests before making 500 quality.

 

It would also be nice perhaps if other PLAYERS who have reached that skill level could teach you the skill as well, but would be difficult I imagine without player driven quests.
