a20 Strange stats bug found possibly? (video proof)

I found what appears to be a bug, when it came to stats on the bat. In short, a LVL 2 bat I made had both a higher melee and power strike stat, than 2- LVL 3 bats I made. Even with mods installed on the LVL 3 bats, they were still less powerful than a stock LVL 2.

It is definitely possible to have a q2 bat that has high rolls be better than many q3 bats that have medium to low rolls.

How can that be justified? So it's just a waste of points to bulk up Pummel Pete, when the higher rank bat may be a lemon? If anything, a primitive tier weapon should be a crapshoot on quality, but a manufactured one, with backing stats should be a known. And increase in damage the higher the level.

Why else would you raise the rank to make higher quality items then?
