Crowbars/Maxing out the lockpicking perk should allow the stealing of some blocks.

the perception tree needs a melee weapon, as such i propose the crowbar. it will be governed by lockpicking, here is why:


the crowbar will be a type of tool that will allow the removal of blocks at the expense of durability. At low levels it can only be used to remove decorative blocks, at higher levels you can use it to steal work stations.


Now to balance it out, there will be a chance to completely break the item that is being removed by the crowbar, or completely break the crowbar. So yes you can steal a vault door, but you may break it, or your tool in the process. Each level of crowbar has a higher success rate.
