dedicated server fresh a18 install, server is still initializing/steamworks

so im trying to run an instance of the server through linuxgsm with a completely fresh install. when i try to connect to it, it says "server is still initializing, try again in a few minutes" but it never works.

 

 

 

i noticed in the output log

ERR [steamworks.NET] Could not initialize GameServer

 

and this in the console

[s_API FAIL] SteamAPI_Init() failed; SteamAPI_IsSteamRunning() failed.
dlopen failed trying to load:
steamclient.so
with error:
steamclient.so: cannot open shared object file: No such file or directory
[s_API FAIL] SteamAPI_Init() failed; unable to locate a running instance of Steam, or a local steamclient.so.
