I think to point of the book is to allow you to get it if you don't want to go down that perk path. Also the perk reduces the cost of crafting those items, and increases the quality, so there are reasons to get the perk if you already found the book. The book could be seen as a "trial" of those items, to decide if you want to specialize in them.
