The Lucky Looter perk does not change the quality of quest rewards. There is a rare chance of getting a high quality item as a tier 4 quest reward, but the Lucky Looter has no effect on this.
Currently for a tier 4 quest reward, you would get quality 2 tier leather/iron armors, iron weapons, and iron tools, but there is a rare chance that you would get high quality military/steel armors, steel tools, and steel weapons with or without points in Lucky Looter.
This is how the quest rewards are now, but it's still wip, so it may change in a future version of the game.

That tag was being used for the challenge quests before, but those quests no longer exist in the vanilla game. Therefor, the tags can no longer be used the way they were used before.

I have tried multiple times to reproduce this issue by force closing the game during the death animation.
The A21 b317 update had a change in it that broke player progression and reset your character for some players, so the issue you had is most likely related to that.
I am moving this to the can't reproduce section, but if you are able to reproduce it on a new game started in A21 b317, please let us know.

Timed charges not setting off the alarm is intended, because timed charges are meant to be used to open locked containers, just like lockpicks. It does look like it should set off the alarm with the big explosion and all, but it's intended not to.

There were some changes to the quests in A21 b317 that reset the character progression for some players. I'm sorry that you were affected by the change. You may need to restart due to game save breaking changes and fixes often while the game is in the experimental branch.
We are aware of what had caused the character reset this time, and are working on a way to avoid it in the future.

Looking at your log, it seems that your max land claim block is still set to 1.
Pressing the "defaults" button in the settings will fix this. There is no need to start game, all you need to do is to press the NEW GAMES in the main menu, press the DEFAULTS button, go back into main menu, and continue playing your saved game as usual.
