Bug Description:
This is an XML only bug report. While looking at progression.xml for completely unrelated reasons I noticed this oddity in perkLockPicking:

<passive_effect name="LootProb" operation="perc_add" level="1,3" value="2,10" tags="workstationSkill"/>
Intrigued, I looked at resourceLockpicking in items.xml, and it has these tags:
<property name="Tags" value="junk,explosivesSkill,resourceLockPick"/>
I then checked perkLockPicking again and the only two other loot probabilities it changes are workstationCSM and greatHeistProb.
