The pros are that you can just set up shop on top of one of the buildings and never have to worry about hordes with a few minor safety alterations like I did on my very first play through. If you pick the right place there's even more than enough space for a giant garden on the ground and you can get yourself far enough away from the gas station to have the gas respawn for an infinite supply right there. That said, I went there once on this current update and there was no rain. Maybe I just got lucky, but it gave me the impression that it's not constant anymore. I should go back and check again. Haven't heard anything since, though. Maybe they couldn't figure out what was causing it to constantly rain or just decided to leave it altogether.
