That's either going to be what traders are (they are safe when doors are closed and they are "controlled" by the NPC traders), or else related to the bandits/factions. At least, that's my guess. I doubt it's going to be the traders, since their compounds kick players out at night. Not much of a safehouse if you can't use it when you need to. I'd be surprised if they make somewhere you can be safe 24/7. They've been pretty clear in other things they've done that they don't want you to be completely safe in the game.
