Game freezing up at title card and/or title screen.

Yesterday, July 3rd, my computer had restarted while my game was running (latest experimental) and since then when I've tried playing, it'll get through the TFP card sometimes, but always fully freezes up at the main screen. The buttons to load a game, start a new one, etc. will make the noise and be highlighted for 1-2 seconds then completely stop and everything freezes. 

I have tried everything I can within my power (and limited knowledge on game issues like this at all) even uninstalling and reinstalling the game through Steam did not work. I've changed beta versions, it had no effect on the freezing. I've ensured no mods were in the game folders, and it also had no improvement. I'm quite upset and would really appreciate some type of assistance on how to potentially fix this.
