Did it change at some point? Because I only seem to be able to put points into one section at a time but when looking at videos on YouTube some people have 5 in one level and 0 in another?

You get 4 points at the start after completing the intro quest. AFAIK, every level gained after that is one point per level (never 0). Most experienced players collect points before spending them to see what RNG gives them in terms of tools and weapons, which is likely why you've seen some players have more points at any given time.

The particular base attribute (perception, strength, fortitude, agility, intellect) level; in addition to raising the base damage and block damage of the character also limits the associated combat and other perk levels.

eg.
Boomstick level 1, Strength Level required =1,
Boomstick level 2, Strength Level required =3,

Boomstick level 3, Strength Level required =5,

Boomstick level 4, Strength Level required =7, and

Boomstick level 5, Strength Level required =10,

Oh, maybe I completely misunderstood their question. Each perk costs one point, but every perk is categorized into different attributes. Higher perks are locked behind higher levels of it's parent attribute, which can be purchased with said skill points, between 1 and 3 points depending on the level.
