Trader started sending me for tier 3 quests to another dostant city after unlocking tier 4 quests

I live on the edge of the city(Pregen8k, seed and coords on screenshot). It's a city with max tier 3 buildings. I was doing some tier 1, 2 and 3 quests in this city. They were all no more than 0.5km away but when I unlocked tier 4 quests, quests tier 1 and 2 are still in max 0.5km range but since that time for tier 3 quests trader started sending me to a neighboring towns >2.5km away. Checked for several days in a row and didn't see even one quest closer than 2.5 km away. It's intended or a bug?

Are there tier 4 buildings in your town? Each tier uses specific buildings so it will send you to closest one even if it isn’t in your town.

Hard to say. Probably not. But the problem is not in lack of tier 4 buildings in my city but in this that after unlocking tier 4 quests all tier 3 quests trader is giving me in buildings more than 2.5km away where before that all of them he gives my in my town (max 0.5km)
