Summary: Not sure if this is a bug or a new design/mechanic, but there is a case in downtown_strip_04 where a zombie spawns in an area that the player had already previously checked

Bug Description:
Detailed steps to reproduce the bug:
1) Go to downtown_strip_04
2) Hit F1 and enter DM
3) Hit num pad * to pause zombie AI
4) Make your way through to the area right before the boss room
5) Break open the elevator doors, observe no zombie
6) Go into boss room and trigger the zombies to fall from the ceiling
7) Go back and check the elevator
Actual result: A zombie is in there
