Bug Description:
Detailed steps to reproduce the bug:
Steps:
1) Start with a fresh character
2) Equip a heavy armor item (ex: Scrap armor)
3) Equip a cigar
4) Give yourself a couple skill points
5) Put enough points into STR such that it is 3/10 (with cigar equipped)
6) Put 2 points into Heavy Armor (2/4)
7) Go to the extended character stats page (Trophy Icon when viewing character equipment) and look at Stamina /s
Actual result: Stamina will flicker between 7.15 and 7.28. I notice if you unequip cigar it will stabilize at 7.21. The number seems to vary widely depending on what armor/mods you have (and possibly heavy armor skill), as my vanilla save it alternates between 6.52 and 4.83 and stabilizes at 5.98 when I take the cigar off

Edit: after more testing it seems the minimum trigger is cigar + at least 1 point in heavy armor + at least 1 heavy armor equipped
Expected result: Consistent stamina regen
