Bug Description: Buried supplies quest is in a land claimed area
Detailed steps to reproduce the bug:
1) Play on a multiplayer server that is heavily populated - server I played on is server cap of 25
2) Accept a tier 1 buried supplies quest from Trader Jen and head to coords: -52, 53, -1453
3) Area has been land claimed and thus unable to start quest or dig in location.
Actual result: On a multiplayer server, buried supplies quest choose a land claimed area.
Expected result: Buried supplies quest to take in account of land claims placed and to instead choose a farther location.
