Summary: It seems as of A20, the random loot containers in a given POI will always be the same lootable/unlootable state (ex: a lootable bookshelf at a specific POI will always be lootable at that particular location no matter how many times you reset that POI with a quest).

Bug Description:
Detailed steps to reproduce the bug:
1) Go to a POI (ex: house_old_bungalow_10)
2) Observe which containers are lootable (ex: cabinets, bookshelves, drawers) -- you can just focus on one specific container (ex: the night stand on the roof)
3) Give yourself a quest for that location (ex: givequest test_fetch command in console)
4) Start the quest
5) Check that container again
6) Abandon quest and repeat steps 3-5 as necessary
Actual result: Whatever the state of that container was initially, it will always be that state when you reset the POI
I saw that the night stand random helper states that 65% of the time it will be empty, 35% of the time it will be lootable
However, I went to house_old_bungalow_10 in the forest biome and checked the night stand, I reset it 10 times, every time it was open
I went to a different house_old_bungalow_10, this time in the forest. I reset it 10 times, every time it was closed.
Expected result: The container states should be randomized
I watched a video from A19 which had this behavior
18:36 -- before starting the quest, the drawer was open
28:58 -- after starting the quest, the drawer was lootable
20:30 -- before starting the quest, bookshelf was lootable
25:10 -- after starting the quest, the bookshelf had no books
