At least 3 people complained about exactly the same step to be stuck in. Most have Windows 7 (on which you have to turn EAC off), another doesn't, but has EAC off. Also some more just mention stuck at loading or "same".

Bug Description:
After starting the game, the game scrolls some lines up there and some loading statuses, then gets stuck here. The console is still usable.
Detailed steps to reproduce the bug:
1) Launch game, wait
Actual result: Console visible, still reacts, loading stuck at "Loading block textures"
Last file access seen by scanning tools is in the save folder - and while stuck, it regularly keeps accessing a single network xml in there.
Expected result: Main menu should appear
