Lower Encumbrance adds a baseline of 9 more inventory (base of 27 with 18 encumbrance slots) slots whereas No Encumbrance removes it (and the skills) completely. Drop the entire folder directory into your steamapps\common\7 Days To Die\Mods location to enable the mod.
