Since 21.1 when the streamer start a quest the streamer have a cooldown. The cooldown starts when the Quest is taken from the trader. Not when he starts the quest at the poi. You have to quest all the time. So the Cooldown is permanently active. When he restarts the game there is no cooldown till he take a new quest from the trader.
