If no benefits at level 11, any other reasons for taking an attribute level 11?
An example of that having a concussion reduces intellect by 1. Being at 11 means debuffs don't prevent you from having max perk benefits.
I think you can actually get to 12 now. If an ally has max charismatic leader and you have an item that increases a start and leveled the start to 10, you should be at 12. I haven't tested that, though.
