Upgrading blocks

Do you think that upgrading blocks should use the materials, or the blocks themselves?

I.e. 10 cobblestone, or the cobblestone placeable block?

Aware this would require more than just xml change, but what about both?

Maybe give the tools themselves the ability to switch between general materials and specific blocks?

Or go even further and give the ability to set the tool to use a specific block, in which case it will only upgrade using that block, cannot upgrade other things, and would be able to upgrade any previous block to that?

i.e. if you set your claw hammer to concrete block, you could upgrade chipboard, wood, or cobble to concrete directly?
