A21 will not start at all

Please post your logfile to Pastebin and give us that link. We need the whole file.

 

But by the sounds of it, you may need to download some updates, try this:

Latest supported Visual C++ Redistributable downloads | Microsoft Learn

 

And try updating your Windows

Installing the latest supported Visual C++ and updating windows did not work

Although Steam should download these for you, you're still missing 2022:

"2023-06-13T06:56:15 0.902 ERR [EOS] Native library or one of its dependencies not found (e.g. no Microsoft Visual C Redistributables 2022)"

 

Try downloading the 2022 version and/or verify the game files from Steam two or three times. If Steam reallydoesn't play nice with you, you may need to reinstall it.
