Did you validate your files? (Yes/No)

    Yes - no changes needed

Are you using any mods? (Yes/No)

    No - clean install

    EAC on or off?

    Tried both

    Status: NEW

    Bug Description:

Updating to the latest b313 build, I ran into problems where the game would not even load.  So, I wiped everything using articles on the forums.  Then I reinstalled A21 fresh.  The game loads, but I get to a Could not fully initialize steam and I can choose retry, play offline, or exit, but the cursor is hour-glassing and no button is selectable.  So, I wiped again, installed A20, started a new game, updated to A21, and I'm stuck in the same spot.  The log folder is completely empty.

Also, I have tried this from the Steam launcher and also just from the EXE.  I've removed all the options in the launcher such as Anti-Cheat and enabled as well.  It still locked up at the Steam Client message (inside the game UI)

Detailed steps to reproduce the bug:

    1) All paths lead to this problem.  Reinstall A20 then A21 or just Fresh A21

    2)

    3)

Actual result: (description of what is occurring)

Stuck on Could Not Fully Initialize Steam:  The steam client is not running or no connection is possible.

Expected result: (what you expect to occur)

If you are still having issues please follow the directions on the linked page and let us know. Also of note, I noticed your report was done on a Tuesday. Steam does their server maintenance on Tuesdays and is frequently unreachable for short periods of time while this is occurring.

I tried all of this again last night - same result. I’ve followed the instructions on the linked pages, and I don’t have any logs to report. The process doesn’t create any log files for me to upload to pastebin. The logs folder is empty.

Are you still getting the steam error? I thought you had a different problem now.

Best place to start if it is a steam initializing error, try logging out of Steam and back in. This has apparently helped for some people with the same issue in the past. Also try verifying files twice in a row. If problem persists after that, I can see if any other staff have any suggestions to attempt.

Thanks for the feedback, yes I know my problem might be a bit confusing.  I had an initial problem with NULLExceptionReference but was able to solve that with the full wipe and reinstall.

So, no I'm getting this Steam Client error in the Game UI.  I've done a full wipe - appdata, prog files, reg, and a clean install of A21.  I've also done the full wipe, install of A20 (staring a game and not starting a game after install) then an upgrade to A21 - same result.

I've verified it's not being blocked by AV.  I've verified the needed Firewall Rules are in place (they are put there properly as a part of the install).

Man, I've uninstaled and reinstalled A21 so many times at this point.

I'd be happy to screenshare if that would be helpful.  I've seen others on Steam and in this forum with similar issues problems, and I'd like to contribute to the troubleshooting if that would be helpful.
