    Bug Description: While the "Reduced attack range and damage of short zombies" was fixed in b317, the debuff is not applied to the newly created meleeHandZombieShort or meleeHandZombieShortFeral. These corrections extend from meleeHandZombie01 where the debuff is functioning, but in reality, it seems the debuff is not working.


    Detailed steps to reproduce the bug:

    1)Spawn zombieArlene or zombieJoeFeral equipped with meleeHandZombieShort using debug mode

    2)Get attacked

    3)Debuff does not occur even if armor critical resistance decreases


    Actual result: No debuff occurs


    Expected result:

    Debuff should occur
