Completed Needle & Thread Book, but I still can't craft military armor

The description may be confusing, but the completion of the Needle & Thread series allows you to craft military 'clothing', not military 'armor'. Military clothing are the BDU Bottoms and the BDU Top. The description says, 'Military Clothing: Learn to craft military grade battle dress uniforms which have the best protection against the elements.'
