Changing quest spawn rate

Hi there,

I was looking to make a moddlet to nerf traders in my game a bit, and wanted to try playing with how often traders refresh their quest list.

Does anyone know if this is possible? I spent a while looking through the xml files but could not find anything that would govern when the trader quests updated.
