[UI foreground opacity issue]

Interesting. I appreciate it. I've been hoping from one server to the next and experiencing it at each one. I've never installed any sort of outside third party mods. 

Do you happen to have any ideas as to what I can do on my end? I'm assuming not much if it's a conflict between the server and myself?

Looking for a little help with this one. For some reason I cannot lower the UI foreground Opacity below 75. Currently I have very light grey streaks across my screen. I've attached two screenshots to visually explain my issue.
