    Summary: I have no Zombies spawns. I tried a pregen and Navezgane. Checked my settings, Enemy Spawning is "on". When I go debugmode I can manually let zombies spawn. I de- and installed the Game couple of times, didn`t work.  I also deleted every file in Appdata/7d2d and verified the files on steam.

    Somehow, in your game preferences, max spawned zombies is set to 0

    GamePref.MaxSpawnedZombies = 0

     

    Please try to start a new game. And when in the New Game menu, press the Deaults button next to the start button.
