[A20] Players in party get the same POI in 2 or more quests

Summary: I play multiplayer with 3 people and anytime we want to do quests we each take one and then share them, doing so in alpha 20 results in the quest being in the same POI and once we do the first quest we no longer can do the second.

Bug Description: Quest POI is being the same for multiple players and cannot be redone again

Detailed steps to reproduce the bug:

1)Join multiplayer with multiple players

2)All of the players take one quest each

3)Share the quests

Actual result: POI is the same for multiple quests and then cannot be redone

Expected result: Quests for other players not having the same POI or being able to do the POI again with the other quest
