That is ok. Now if they gave an xp boost or some xp when read, that would balance things out again. Outside a few intelligence mags, and the Olympic swimmer mag for the water airdrops, most magazines are meh. The only reason to search bookshelves is for mod blueprints. There's no more guarantee that a given trader will sell a mod you want than there is you'll find it or a schematic thru looting, so isn't it nice to have more than one way to get lucky? I disagree on the magazines. They don't need to be unbalanced and stupidly rewarding. Sell the ones you don't want to a trader. You can use some of them to buff a skill and craft stuff early, which is pretty powerful already. Buffing a good skill for 30 minutes is already pretty solid. Bookstores are a hugely helpful mid-late game POI...the schematics available in them are invaluable once you can start crafting them. I actively seek out bookstores in all my A17 games, either to save and craft the schematics myself in SP, or haul them over to our crafter in MP.
