As far as I know, you can use xpath only inside xml files, which means it cannot be used to alter Localization.txt, if that's what you're wondering.

Example:

 

Change this:

<property name="TEST" value="1,2,3"/>

 

to this:

<property name="TEST" value="1,2,10"/>
