The explanation is in the comments at the top of the file: "The code will use the highest stage that is less than or equal to your computed stage." So if your gamestage is 3, it will use the spawner for gamestage 2. Why did they do this? Probably because defining every single gamestage number isn't worth it, and there is no cap on gamestage.
