Low/no zombie spawns

Hello,

we started hosting a small server (ping perfect), maybe 12 players. 3-4 of us played, no issues.

we reset the server, now we play with 7 people. A couple of them complained about not seeing any zombies for an hour straight.

 

the admin checked the entity spawns, and there aren’t many around. I personally see them if I enter a POI or generate too much heat, that’s the only way.

 

we have bloodmoon off, we see no issues with latency or server performance (ram, cpu, etc).

 

I’m new to this, is there a setting we should be checking beyond entities spawned?
