Unable to start dedicated server

Just need some help figuring out why i can not start a server up.

Been awhile since i done this and i noticed some changes.

here is a log to help.

 

I have no idea what i need to make a new server.

i have tried 4 systems and teh result is the same.
I figure i need to install something, this is on a fresh copy of windows server.

 

VPS specs

running windows server 2019 standard.

8Gb ram

4 Vcores
