Weird Quest Bug

So, I activate a quest for a cathedral clear (tier 4).  I'm halfway through clearing the cathedral when I notice my quest indicator says "return to trader."  The cathedral quest has reset but the exclamation point is gone.  It shows on my HUD but it's invisible in the real world.  Only noticed this since I upgraded to 19.3.

There needs to be more quest related commands for the console.

EDIT: After restarting the game, the exclamation point returned but it now says "This area is not available for questing at this time."

So, I got another tier 4 clear/fetch at the same cathedral again.  This time I payed closer attention and there's something wrong cuz it happened again.  I don't know if the PoI is bugged now or what.  I'd done 2 or 3 successful tier 4 quests at this PoI previously with no issues.  NOTE: That was before updating to 19.3.

Here's what I found:

1) https://steamcommunity.com/sharedfiles/filedetails/?id=2335985759 - As soon as I activated the exclamation point to start the quest my quest status changed to "Return to Trader," but there's no marker on my HUD or the map.

2) https://steamcommunity.com/sharedfiles/filedetails/?id=2335985962 - I had this quest set as my active quest before I started it, but after I activated the exclamation point my active quest switches to something weird.  Notice there's no KM listed (look for the compass icon).  The quest I though I just started is highlighted by my mouse pointer and shows as being very close but not yet started.  I definitely started it though.  Also, there's no longer any exclamation point to click on to begin the quest (I already started it).

3) https://steamcommunity.com/sharedfiles/filedetails/?id=2335985850 - The quest generated a courier satchel, but there's nothing inside.

4) https://steamcommunity.com/sharedfiles/filedetails/?id=2335986073  - The courier satchel from my last bugged quest is still here.

Have you tried returning to trader at the point you get this status message?

Well, it wouldn't show me which trader, there was no indicator on the map or my HUD.  However, there was a KM indicator at the top right of the screen, so I used that to find the trader (I've unlocked 8 traders).  I finally found him and turned in the quest https://steamcommunity.com/sharedfiles/filedetails/?id=2336587764

After that, it allowed me to do the cathedral quest as it should:

My guess is two different traders gave a quest to the same PoI and until I turned the first one in they were both bugged, one a little and one a lot.

I believe you are correct. This was happening to our crew so we decided to never take 2 of the same poi quests. You must turn in a quest before accepting the same poi quest. BTW, it also happens if each of 2 players takes the same poi quest and you accept them both. Seems the game gets confused as to which is the active quest.
